This Request for Proposal (RFP) is for the purpose of establishing a contract with a qualified firm to perform the functions of the One-Stop Operator for the  Job Center of Lake County governed by the Workforce Development Board.
The Workforce Innovation and Opportunity Act (WIOA) of 2014 (HR 803) referred to as (WIOA), requires each local Workforce Development Board to procure a One-Stop Operator referred to as (OSO) and to determine the functions of the OSO consistent with Federal laws regulations. Lake County is soliciting proposals from qualified Proposers to perform the functions of the OSO for the  Job Center of Lake County (One-Stop Center). The  Job Center of Lake County will be guided by relevant federal and state regulations, and the strategic plan and policies developed by the Lake County Workforce Development Board referred to as (LCWDB).  The successful Proposer will be required to align system and center activities with the vision, mission, policies and procedures set forth by the LCWDB, providing integration and delivery of services across partner agencies. 

A portion of the LCWDB WIOA funding will be used to accomplish the purpose of this RFP.  Every effort will be made to award a contract deemed to meet the intent of the RFP within reasonable WIOA budgetary limits.  In the event that the total amount of the proposal exceeds $85,000 respondents may be asked to negotiate the cost.  One Stop Operator funds from WIOA are estimated and may be changed based upon final negotiations, issuance of additional guidance, and final regulations.  Proposals exceeding $50,000 must be formally approved by the Lake County Board.
