QUESTIONS ASKED DURING THE BIDDING PERIOD

  1. The project has a substantial completion date of Nov. 17th, 2023 and a final completion date of June 30th, 2023.  What is required for substantial completion, what aspects need to be complete?
    1. The General Specifications, Section 101.49 has the following definition:

101.49 Substantial Completion. The time at which the Work has progressed to the point where, in the opinion of the Engineer, the Work is sufficiently complete, in accordance with the Contract Documents, such that the Work can be utilized for the purposes for which it is intended.

To further clarify, Substantial Completion would likely be evaluated based on the completion (installation, backfill and testing) of the underground infrastructure to the point that it can be utilized for the purposes for which it is intended.

  1. Pending on what the definition of substantial completion is we most likely will not be able to meet these requirements.  Would you consider allowing the contractor to build the project over the winter season and completing all aspects of the project by the final completion date?

The work shown on Sheets 21, 22 and 23 does not need to be completed as part of Substantial Completion requirements.
