Q#1: The County switches between Proposer meaning us and Proposer meaning the service provider. Please note that we are a staffing agency, and we will source, screen and present service providers to provide medical duties.
Can the county please change the language to make it more clear that a staffing agency will source, screen and present service providers to provide medical duties?
A: For the purposes of this RFP, we are seeking qualified clinicians/behavioral health professionals. If an agency is interested in outsourcing the responsibilities, the County will evaluate this scenario on a case-by-case basis.
Q#2: Page 9, Section 35. INVOICES & PAYMENT – requests the language changed to depict that we will be presenting Service Providers to County and not employees.
“Proposer shall maintain records showing the actual time its employees and agents the behavioral health professional health care professionals devoted to the project, and the costs incurred. Proposer shall permit a representative from Lake County to inspect and audit all of Proposer’s data and records for the work and services provided under this Agreement. Proposer shall make these records available at reasonable times during the Agreement period and for one year after the end of the”
Agreement.

Q#3: Page 11.
a) Requests that Commercial General Liability Insurance changed to $1M Each Occurrence as opposed to $2M and $3M General Aggregate as opposed to $5M.

Q#5: Are the current service providers you are working with staffing/recruiting companies?
a) If so, are you open to working with a staffing agency?
A: Lake County welcomes proposers to submit a proposal. If an agency is interested in outsourcing the services, Lake County will evaluate this scenario on a case-by-case basis.
Q#6: We staff Psychiatrists, Psychologists and Psychiatric Nurse Practitioners/Physician Assistants. They all have different pricing structures. Can you please clarify what type of providers you need for each of those positions?
A: Each proposer must be licensed by the Illinois Department of Financial and Professional Regulation to provide the following services: Sex Offender Evaluations, Psychiatric Evaluations, Psychological Evaluations and Sex Offender Treatment. The proposer must be a master’s level clinician or clinical psychologist as well as a licensed Sex Offender Evaluator to conduct a full Psychosexual Evaluation.
Q#7: How many hours per week are needed for each position?
A: We are contracting for specific services and are asking for a specific minimum/maximum price per service - not hours per week. Referrals for services are made on an as needed basis for the 19th Judicial Circuit Court. Please see pages 27 thru 35 of the RFP and indicate each price per service you’re interested in providing.
Q#8: Do the providers need to be onsite for the duration of the contact or can this all performed via telehealth? If not, are you open to a hybrid of onsite and telehealth for the positions?
A: Evaluations in the Lake County Jail and the Hulse Detention center need to be conducted on site. Outpatient evaluations can be completed through a hybrid of in-person meetings and telehealth. For outpatient treatment services, please follow current CDC safety protocols.

a) As a staffing agency, we source, screen and present service providers. Can the county share where a provider can be licensed by the by the Department of Financial
and Professional Regulation for Sex Offender, Domestic Violence, Psychosexual, Psychiatric and Psychological Evaluations?
A: Providers must have appropriate licensing by the Illinois Department of Financial and Professional Regulation to complete Sex Offender, Psychosexual, Psychiatric and Psychological Evaluations. Domestic Violence evaluators must be a licensed Master’s level clinician and have completed required additional training in this area to be approved as a Domestic Violence Evaluator.
b) For all evaluations, please indicate what types of assessment tools you generally use when conducting an evaluation.
We do not provide these tools as a staffing agency. Will this eliminate us from submitting a proposal?
A: Any individual doing the evaluation will have to provide that information as well as a sample of his/her work, in order to be considered.
c) For all treatment, indicate the best-practice/evidenced-based modalities of treatment utilized, including any specific to the juvenile population.
We are not a clinical provider but source, screen and present service providers to provide services. If we do not indicate the best-practice/evidenced-based modalities of treatment utilized, will this eliminate us from being awarded?
A: Any individual doing the treatment will have to provide that information in order to be considered.
Q#11: Page 23.
As a staffing agency, we do not provide treatment reports. Will this eliminate us from being awarded?
A: Any individual providing treatment service must agree to provide treatment status reports to probation as needed.

Addendum #2

Q#1: For the purposes of this RFP, the term “Sex Offender Evaluation” refers to a report containing sex offender specific testing utilized to determine one’s sexual specific risks and treatment needs but does not include psychological testing (such as personality testing, clinical diagnostic testing and intellectual abilities). Whereas “Psychosexual Evaluation” would be a comprehensive evaluation that includes both the sex offender-specific testing as well as the psychological testing.
A: Currently, the Division of Psychological Services often provides a separate psychological evaluation to the individual conducting the “Sex Offender Evaluation.” A “Psychosexual Evaluation” would be the comprehensive report (both sex offender specific and psychological testing) without a separate psychological evaluation being completed by Division of Psychological Services.
