General:
Question: What is the budget for the project?
Answer: The requirements for reviewing the SOI responses will be qualifications first. Once we select the most qualified, then a proposal will be requested to negotiate level of service.
Question: What are the expected permitting and approval processes for this project, and which agencies will be involved?
Answer: There is not expected to be permitting to complete this initial project, which is just the design phase.
Question: Are there any specific zoning ordinances or regulations that will impact the design?
Answer: Yes, Lake County has an existing Planned Unit Development agreement with Libertyville, any changes from this PUD will need to be coordinated with Libertyville to amend the agreement.
Question: What is the expected timeline for the project?
Answer: The project is expected to be completed within a year of the initial start date but may include extensions for additional landscape consultation services after the initial project phases are complete.
Question: Will Lake County provide a topographic survey and utility information for the Libertyville campus as well as the “various” sites?
Answer: Additional information for the project locations can be provided upon request after contract agreements have been signed.
Phase 1:
Question: What is Lake County’s vision/program and functional goals for the southeast corner of the Libertyville government campus?
Answer:
- Reduce maintenance requirements (mowing and general watering) to reduce the environmental footprint of our landscape contractor to maintain it.
- Lower operational budget spending to maintain the site.
- Beautify the corner lot to Winchester Road and Milwaukee Ave as it is a high visibility location within Libertyville, while still complying with their landscape ordinances requirements.
Phase 2:
Question: Will Lake County provide a list or aerial map of the 'various sites' identified as part of the Phase 2 scope?
Answer: Yes. This includes all sites through which the County has contracted landscaping services but will not require additional site visits.
Question: What are the intended uses and priorities for each of the Phase 2 sites?
Answer: All sites serve a similar purpose of being multi-use publicly accessible space. The County is looking for universal standards to incorporate across its sites that are located in multiple different municipalities and jurisdictions.
Question: What specific types of publicly accessible spaces are envisioned for this area (e.g., passive recreation, event space, interpretive/educational gardens)?
Answer: Passive recreation and habitat maintenance best practices are the main spaces envisioned.
Question: Will public engagement/input be incorporated into the design process for Phase 2?
Answer: Some level of public or employee engagement is highly preferred for the Libertyville campus designs.
Question: Should the Phase 2 designs relate to the Libertyville campus Phase 1 site design in terms of overall aesthetic and functionality?
Answer: Yes, this project should create a wider Lake County standard that uses Libertyville as a template.
Question: Will all questions and answers from interested parties be shared with all firms?
Answer: Yes, all questions will be answered through an addendum that all interested parties can view.

Question: In the General Qualifications section of the Request, it is indicated that Civil Engineering Design is required for the overall Landscape Master Plan Design. Can you please verify?
Answer: An ability to demonstrate civil engineering experience is required for this SOI, correct. One goal of the campus design is to beautify the corner lot along Winchester Road and Milwaukee Ave as it is a high visibility location within Libertyville, which may include components that require this expertise in particular. In addition, the Libertyville campus currently has an existing Planned Unit Development agreement with Libertyville and any changes from this PUD will need to be coordinated with Libertyville to correctly amend the agreement.

Question: Are there any existing utility or infrastructure maps available for the southeast corner of the Libertyville Government Campus?
Answer: Yes, these can be made available after executing an agreement.
Question: Are there known soil conditions, drainage issues, or underground utilities that may impact design?
Answer: Yes, some of this information can be made available after executing an agreement and additional surveying might be needed depending on a design solution.
Question: Should the site analysis include ecological assessments such as existing vegetation health, stormwater runoff, or biodiversity?
Answer: Some level of ecological analysis is expected to be performed.
Question: Please confirm that a Fee is not required in our response to your proposal.
Answer: Confirmed. However please describe in the narrative “your firm’s methods to maximize and maintain quality project management and project image while maintaining tight budget constraints. Cite examples of specific things that you have done on other projects to meet this objective.”
Question: Please clarify what type of structural analysis is desired for civil engineering improvements. The question refers to the Civil Engineering Design paragraph on page 4.

Question: What water systems are needed for the various sites, drinking fountains, irrigation, or public mains?
Answer: I believe none at this time.
