Q#1 Will the County be willing to sign a Standard Master Service Agreement?  

A: Yes,there may be certain terms that would need to be negotiated between the parties if awarded.

Q#1: What are the average and maximum declared value ($) amounts for the below shipments? -Currency Order Delivery Per Location - Coin Order Delivery Per Location

A: Please reference Service Schedule -Table 1 on pg. 11 & 12 of the Bid. 

Our current vendor supplies a coin delivery in boxes of 500, the needs depend on our busiest times of the months. Treasurer office have a maximum value of $5,000

Overall Avg. (all LCHD sites combined) = $16,088.00

Max. declared Value = 1.7 m

More information can be provided at time of award.

Q#2: Would Lake County pre-advise deposit pickup details to reduce transaction time and improve quality of service?

A; Not at this time.  This will be discussed with the awarded vendor.

Q#3: Does Lake County consider an armored car vendor's ability to provide this technology in its bidder selection process?

A: This question does not reference the technology in question.

Q#4: Is Lake County familiar with GS1 Cash Visibility Standards and is compliance with these standards part of Lake County's vendor selection process?

A: Yes. No.

Q#5: What (if any) current service-related issues exist Lake County seeks to remedy?

A: Seeking a remedy for missed pick-ups, billing errors, inconsistent pick-up times, cancellations, maximum amount per bag and two-way communication.

Q#6: Has Lake County ever conducted a due diligence site visit of its armored car provider as a component of the vendor review process?

A: No.  But Lake County is open to the concept of a site visit.

Q#7: What is the corresponding bank endpoint receiving deposits at Brinks Chicago (919 S California Ave, Chicago, IL)?  

A: First Midwest Bank.

Q#8: Illinois law 625 ILCS 5/12-610.2 prohibits operating motor vehicles on public roadways while using handheld mobile devices and the Federal Motor Carrier Safety Administration (FMCSA) has issued a prohibition with similar effect. Does Lake County consider the use of cell phones by armored car vendor's driver(s) in its bidder selection process?

A: Lake County does not advocate drivers operating a motor vehicle on public roadways while using a handheld mobile device.

Q#9: What independent, third party review is required to ensure vendor fitness and operating standards?

A: This will be discussed with the awarded vendor at time of award.

Q#10: What is Lake County's anticipated start date for armored car services?

A: Per Lake County Board acceptance of bid and signed contract.  No later than October 11, 2019.

Q#11: What is Lake County's current routine for obtaining pickup receipts, proof of delivery, etc.?  

A: Lake County process at the current time of pick up is as follows:

  • The transaction is logged in a logbook where date, time, amount, type of currency and signature of driver and county employee is recorded.
  • Barcode is than placed on the bag and scanned (for tracking purposes)
  • Electronic signature is required (device owned by vendor) by County.
  • Proof of delivery is the vendor responsible to track and is required to provide records upon request of the County.

Q#12: Does Lake County consider an armored car vendor's FinCEN compliance and US Treasury Department registration in its bidder selection process?

A: An award will be made to the lowest responsive and responsible bidder.  It is the Financial Institutions responsible to implement adequate procedures to determine whether an ACS is acting pursuant to instructions from the financial institution, from the financial institution’s customer or from a third party.

Q#13: Will Lake County consider an armored car vendor's ability to send "What to Expect" data to Lake County's bank delivery endpoints?

A: Yes.  The County will consider exceptions.  Any exception to the specifications must be clearly explained.

Q#14: Pursuant to the Illinois Department of Financial and Professional Regulation (IDFPR), employers requiring employees to carry firearms must enforce the Twenty (20) Hour Basic Training and Forty (40) Hour Firearm Training requirements stipulated within 225 ILCS 447/1. Does Lake County require evidence of IDFPR licensure and registration in its bidder selection process?

A: At the time of award this information will be requested from awarded vendor.

Q#15: Why does Lake County not stipulate any requirement for "armored car" insurance within its underwriting conditions?  

A: Lake County Insurance requirement is listed within the bid document.
