Bid 16010 Underground Utility Locating Service for LC DOT

Question:  Are all locate requests received directly from J.U.L.I.E.?

Response:  No, only emergency locate requests.

Question:  Are tickets screened prior to being released to the locate contractor?

Response:  Yes routine locate requests are screened by Lake County DOT.

Question:  Of the estimated 8,000 locate requests per year what percentage end up requiring marking at the site versus Site Visit (clear)?

Response:  Nearly 100%, since Lake County DOT will be screening those out that are clear.

Question:  How many emergency requests are received during normal working hours? (or percentage of tickets)

Response:  In 2015 we had 230 new emergency tickets and 161 new rush tickets. Did not differentiate by working hours.

Question:  How many after hour emergency requests are received after hours? (or percentage of tickets)?

Response:  In 2015 we had 230 new emergency tickets and 161 new rush tickets. Did not differentiate by working hours.

Question:  How are project tickets handled?

Response:  In accordance with The Illinois Underground Utility Facilities Damage Prevention Act.

Question:  What is the maximum length allowed on a J.U.L.I.E. one call ticket?

Response:  36 hours from receipt on routine requests and 2 hours on emergency requests.

Question:  What format are your prints in?

Response:  Shape files.

Question:  How often are the prints updated and how are updates sent?

Response:  Couple of times a year.

Question:  Can you provide a ticket summary by month for the previous 12 months?

Response: For 2015 - January - 515, February - 363, March - 591, April - 1165, May - 1148, June - 1291, July - 1521, August - 1395, September - 1461, October - 968,  November - 754, December - 601.

Question:  Is the Vendor required to furbish specific logo utility flags or is a generic green colored flag acceptable?

Response:  Generic green is acceptable.

Question:  Will LCDOT provide record drawings for ALL storm sewer facilities? If so, in what format?

Response:  Storm sewer map is not a record drawing. The format is a shape file.

Question:  Are any of the LCDOT storm sewer facilities locatable via traditional locating equipment? If not, are the storm sewer facilities to be located based on record drawings or visually?

Response:  No.  Either the shape files or visually.

Question:  In the event that record drawings don't match the physical structures, what is LCDOT requiring the Vendor to do?

Response:  Use visual.

Question:  Does LC DOT require the vendor to take pictures of every locate performed and maintain the pictures for the duration of the contract?

Response:  No.

Question:  LCDOT is estimating 8,000 routine tickets will be sent to Vendor annually. What is the estimated number of routine tickets to be screened out by LCDOT during the same period?

Response:  5,000.

Question:  Is the Vendor required to visit every routine ticket sent by LCDOT?

Response:  No, just the ones sent to the locating company.

Question:  If the Vendor is able to screen out a routine ticket after receiving it from LCDOT without visiting the location, does the Vendor get compensated the unit price?

Response:  Yes.

Question:  Is the Vendor required to visit every emergency ticket sent by LCDOT?

Response:  Yes.

Question:  What was the estimated number of emergency tickets screened out by LCDOT during the same period?

Response:  Lake County did not screen out any emergency tickets.

Question:  If the Vendor is able to screen out an emergency ticket after receiving it from LCDOT without visiting the location, does the Vendor get compensated the unit price?

Response:  Yes.

Question:  Is there or will there be a dedicated member code in the Illinois One Call strictly for the storm sewer facilities? If not, does the estimated number of emergency tickets represent only storm sewer emergencies or other LCDOT polygons/grids? If not, is the Vendor required to assume or take any other responsibilities for any other LCDOT facilities during the screening process?

Response:  Yes, LCDOT has a dedicated JULIE code for storm sewers.
