Question: Keynote 23.202 on Sheet M310 calls for the removal and replacement of the existing Carrier Building Automation System and the full installation of a new JCI FX-80 control system for the entire building including all existing equipment. Specification Section 23 09 23 – Direct Digital Control System Tridium JCI FX denotes in Paragraph 2.01 A2 to provide, “2. Software required to program the supervisory and field level controllers shall be made available to the Owner, and left on the BAS Server at project completion by the BAS Contractor.” Further on in Section 2.03 – Graphics Display; Sub Paragraph A denotes A “workstation”. Is a workstation server necessary since the Owner’s existing system is web based?

Delete subparagraph 2.01 A-2.
Delete paragraph 2.03 A.
A web- based solution is acceptable. No local workstation server is required.

RESPONSE: The Lake County Health Department requires the bid security to be in the form of a Bid Bond.

RESPONSE: There is no furniture associated are part of the scope of this Bid.

QUESTION : Are you looking for the electrical portion only ? we’d be interested fire alarm / structured cabling / card access as well.
RESPONSE: Complete Electrical & Fire alarm systems are Base Bid. Open conduits with pull strings for data, security and card access are also Base Bid. Cabling for specialty systems are covered under the Specified Allowances in Section 01 21 00. Please carefully read Section 01 21 00 for more detailed information.
QUESTION: Do you know the NAME of the existing Edwards FA system and where it is currently located ? Mechanical Room 14 ?
RESPONSE : The Edwards Fire Alarm Panel is in the front Lobby of the building and was reviewed at the pre-bid walkthrough. The bidding contractor is encouraged to visit the site to review panel specifics prior to submitting their bid.
QUESTION: The existing data equipment – type of cabling / connectivity – please
RESPONSE: Data cabling will be installed by the Owner’s vendor under the Contract Allowance per Section 01 21 00.
QUESTION: We need some clarifications on the scope and if the walls or the ceiling are to receive spray foam what is the R value that you are looking ?
RESPONSE: Exterior walls are Batt Insulation. Underside of the roof decking is Closed Cell Spray foam insulation with intumescent overcoat to thicknesses indicated on the drawings.
QUESTION: Please clarify if the Bidder is required to allocate funds for the testing and inspection per spec section 07 25 00 paragraph 3.04.
RESPONSE: Contractor is required to contract for and test the Air Barrier per Section 07 25 00; 3.04 in their Base Bid in addition to other testing specified in Section 01 40 00.

QUESTION: Could you please clarify what Prompt Payment discount % and # of Days means ?
RESPONSE: This is the discount the Contractor would offer if payment is made within a specific number of days.

QUESTION: Are Quaker and/or Lang vinyl windows an acceptable substitute?
RESPONSE: Please follow the product substitution procedures in Section 01 60 00 and submit a side by side comparison to the specified product for consideration. Alternate products (if approved) will be included in a formal addendum.
QUESTION: Please specify signage material
RESPONSE: Interior signage is an allowance. Refer to allowances section of the specs. Bidder only has to carry the allowance amount in his Base Bid for signage.

QUESTION: The mechanical plans indicate there is an exhaust fan on this project. I do not see it. Is this an error or would someone point out where it is please.
RESPONSE: The only exhaust fan for this project is associated with the RTU-1 Unit only and is provided by the RTU Manufacturer and is factory mounted on the RTU-1 unit. There is no new exhaust fan inside the building addition.

QUESTION: Will a fixture schedule be issued? The only fixtures specified are the 2x2 fixtures.
RESPONSE : See Keynote 26.400 for Basis of Design light fixture. If contractor wishes to deviate from the Basis of Design model, they must submit a substitution request for approval.
QUESTION: Will the occupancy sensors and switches be specified? No model numbers or manufacturers are given.
RESPONSE: See Specification Section 26 05 00 Paragraph 2.15 Motion Sensors.
QUESTION: The 28.XXX notes all specify a security contractor. Is that contractor part of this contract or will they be hired by the County separately?
RESPONSE: Refer to Specification Section 01 21 00 – Allowances; Paragraph 1.05A for more information.
