1. Can you provide the current project plan from Tyler that reflects their estimated time frames to assist in our estimate of hours?

Attached. Tyler Project Plan

2. Is there an existing vendor who has assisted Lake County with earlier phases of this project? Are they allowed to bid on this proposal?

Response: Berry Dunn assisted the County with our initial needs assessment, RFP development, and vendor review/selection.  They can submit a proposal in response to this RFP.

3. This proposal provided limited time for preparing our response. Will Lake County consider a one week extension?

Response:The County cannot allow an extension due to time constraints with project kick-off and our legislative approval process. 

4. So we can provide accurate costs, how confident is the County with the project duration / timeline as proposed by Tyler EnerGov?

Response:The County does not have the experience with permit system implementation to provide a confidence level on the project duration/timeline.  The project plan has been attached for analysis by the proposing firms.

5. Any reasons, factors, or risks that potentially might push the Project kick-off beyond September 14, 2015?
Response: The County is unaware of any at this time.

6. Will the County be taking a phased approach to implementing the different departments or will you be adopting a one big bang Go-Live?

Response: All departments will be implemented at once (a big bang go-live).
 

7. Has the County finalized the contracts with Tyler Technologies?

Response: Yes

8. Will the County be releasing an addendum with all vendors' questions and when?

Response: Yes the Addendum will be posted by noon on Friday July 24,2015

9. Does the County have a desired level of project management effort per week (e.g., 24 hours, 32 hours)?

Response: The County is looking for each firm to provide the effort necessary per week, based on their experience in system implementation and the system we are implementing.

10. Does the County have a preference for the ratio of on-site versus remote project management hours?

Response:The County would prefer onsite but realizes that portions of the project/stages can potentially be accomplished via remote assistance.  The County is looking to the proposing firm to propose a plan that will allow the County to successfully implement the selected system, based on their experience.

11. Is the County open to a team approach to provide the project management services or is a single, named resource desired?

Response:The County would prefer a single, named resource though overall we are looking to the proposing firm to propose a plan that will allow the County to successfully implement the selected system, based on their experience.

12. Does the County desire additional resources beyond the Project Manager during any project stages (e.g., system configuration, user acceptance testing, etc.)?

Response: The County is looking to the proposing firm to propose a plan that will allow the County to successfully implement the selected system, based on their experience.

13. Has the County determined a budget for this project? If so, can it be shared?

Response: The County has not yet determined an exact budget for this project service.

14. Will the County accept an Adobe PDF file on CD-ROM as an electronic copy of the proposal?

Response: Yes.
