Addendum 1 -This correction is in regards to Key Dates in the Selection Process found on Page 10.  The interviews are listed as the Week of April 23-27.  This should be read "Week of May 23-27, 2016".

A. Yes

A. No
Q. Do Jurors receive a meal stipend?
A. No
Q. Do Inmates have a commissary spending limit?
A. Yes, $50.  However the Jail is looking to implement a policy in which if the behavior is positive then the limit will be increased.  If behavior is negative then the limit will be decreased.
Q. Can family members and or friends purchase items on behalf of an inmate and that product will be delivered at the next scheduled commissary delivery. 
A. Yes

A. Max population is 740

Q. Are all inmates housed in a single facility?

A. No, inmates are housed in pods

Q. Must all services be bid to qualify or can you bid say just the Commissary service?
A. Per Terms and Conditions number four Award, “Lake County reserves the right to award to one or more Proposers if determined to be in the best interests of Lake County.”

Q. What are the commission rates for the three services?
A. Commissary: 27.5%, Cafeteria/Catering/Kiosk – no commission, Vend – no commission


Q. What is the current cost to the County for the commissary indigent kits?
A. The jail buys the indigent kit supplies which are handed out by the vendor, we don’t have the costs associated.  Vendor does supply a ‘write out’ kit for $0.97


Q. The RFP stated commissary sales for calendar year 2015 as $763,972.54. Does this total include any of the items listed below? If yes, could you please provide either A) the sales total excluding these items or B) provide the total dollar amount associated with each of these items for this same time period? –
A. Does not include phone time

• Phone Cards\Time – Not included in sales data
• Site Items (sold by the county, not the commissary vendor) – Not included in sales data
• Indigent kits\items - $0.97 for a write out kit (with 3 sheets of paper, 2 stamped envelopes)
• Sales from mobile carts (hot or cold) managed by food service provider - None

Q. How many orders per month, over the last three months, have been placed through the commissary?
A. 8822 (not including any orders of just phone time but includes Write Out Kits of about 780 for three months)


Q. Are vendors required to charge sales tax on offender commissary purchases?
A. The current vendor does.


Q. Is the current commissary vendor interfaced with your JMS vendor?
A. Yes


Q. Are you able to provide the commissary costs to the inmates?

Q. We’re looking for some cafeteria sales data.  The six months prior to the juror fee change, and then the six months after.  The request is for sales data from December 1, 2014-May 31, 2015, then June 1, 2015-November 30, 2015

Q. How many times per week can each inmate place a commissary order? 

A. 2X/WEEK

Q. Who is responsible for distributing the bagged orders to the inmate population? If the vendor, can you please provide the current commissary ordering\delivery schedule, to include times of day that the orders are being distributed to the inmates.

A. TRINITY EMPLOYEES ARE RESPONSIBLE TO DELIVER ON THE BELOW SCHEDULE BETWEEN 7 AM – 3:30 PM, and MON & THURS – PODS 1E, 2W, 3T, 4N, 4S, 5SW, 5SE AND MEDICAL, TUES & FRI – PODS 3SE, 3SW, 3N, 5N, 6 NE, 6NW, 6SE AND 6SW

Q. Are inmate workers allowed to assist in the order delivery process? 

A. Inmate workers assist with filling the orders, not delivery.

Q. Do the current vendors commissary employees only deal with the commissary service? 

A. Yes

Q. Are these employees all full-time employees? 

A. Yes

Q. Is there a (trailer bed high) loading dock for receiving orders, are is a truck with a lift-gate required? 

A. Yes

Q. Is the facility receptive to the idea of placing a snack vending machine in each of the housing units?

A. No
