Q. Are 3rd party (i.e. non-client) references appropriate?

A.  They are.  The County considers references to be an important factor in its decision to award a contract.  Proposers should supply references that will be available to speak with the County and/or District.  Three references should be provided that provided similar type of work completed in the past five years.
