QUESTION: Within the technical requirements #2.C, the RFP states the vendor will develop a method for secure exchange of clinical information from the Nextgen EHR to service and back to the submitting provider. Can you explain a bit more about what kind of information you envision flowing back & forth? And any other technical priorities with how the eC0nsult platform will communicate with NextGen?

RESPONSE: For transmissions to the consult service, data should include system identifying information, reason for the referral and any appropriate clinical information. (REMOVE history of present illness, physical examination finding, and any decision-making components of the Assessment and Plan which need the consultation). Transmission of this information must be completed either through Health Level 7 (HL7) Consolidated CDA Revision 2 or by use of HL7 FHIR API Calls. The vendor must demonstrate how they will assist LCHD in setting either of these mechanisms up for use by the vendor’s system.

PLEASE NOTE THAT THE SUBMITAL DUE DATE FOR RFP 22025 E-CONSULT SERVICES HAS BEEN EXTENDED UNTIL MARCH 31, 2022 2:00 PM SAME LOCATION FOR DELIVERY OF HARD COPY PROPOSALS.  

QUESTION: Regarding submitting our RFP response, is email only submission acceptable in place of the printed versions & thumb drives for out of state vendors?

 RESPONSE: We will NOT accept email submittals of proposals. Proposals must be delivered or received by the stated deadline.

QUESTION: Even if full electronic submission is not acceptable, is a combination of print out & email but no thumb drives acceptable? Due to our HiTrust security certification, our internal security policies prohibit downloading from our workstations to external thumb drives. We'll need to ask for an exception here if thumb drives are required.

RESPONSE: An electronic version of your proposal via email will ONLY be accepted after confirmation from our office that we  are in receipt of  your “hard copy”  submittal before the deadline. Do not send until requested to do so   

QUESTION: Regarding the redacted version, are you only looking for the company name to be redacted? Anything else?

RESPONSE: Redacted version is any information that is of proprietary nature that if your proposal has been requested via a FOIA request to our office would be the one we release.

 QUESTION:  How many Clinicians would Lake County like to have access to the platform?

 RESPONSE: Approximately 35 clinicians

QUESTION: Which patients does LCHD intend to use the platform to support? The RFP mentions LCHD serves over 50,000 patients, are they all eligible for eConsults & seen by LCHD?

 RESPONSE: The platform is intended for the unfunded patients that amounts to about 30% of the 38,000 patient we serve.

QUESTION: Has LCHD identified a total budget for the eConsult project covered by RFP#22025?

 RESPONSE: No

RESPONSE: We are currently working on providing a response to this specific question and will post at a later date.

QUESTION: I see reference to our RFP response being in hard copy and electronic. There is a request for a thumb drive for the electronic although the RFP web site has a provision for electronic document submittals. Is there a preference?

RESPONSE: Currently the Health Department does not accept submittals to be downloaded to the site. Please deliver both your hard copies and thumb drive to the address indicated within the RFP by the deadline date and time.

QUESTION: The sample contract page askes for the contract to be included in our response. The Table of Contents page does not have the sample agreement highlighted as Return with RFP Response.  Which do you prefer?

RESPONSE: The sample contract included in the RFP is simply a sample that includes our general terms and conditions and is for reference only. If within your proposal you will require any Master services agreement or other agreements to be executed, please include for review.

QUESTION: Pages 35,36 with Vendor Disclosure Statement and Vendor Certification Form are not included in the RFP package or I am not seeing them. Please advise.  

RESPONSE: The 2 additional documents have been added to the RFP website.
