Please clarify the following: “Under the direction and supervision of the firm chosen, the Awarded Vendor’s Licensed Behavioral Health Professional will perform professional clinical work to provide comprehensive and coordinated care to the residents according to the NCCHC standards.”

Question 3a: Please confirm that a Licensed Behavioral Health Professional is required, as this was not included in the Staffing Requirements (Item II.1.M.).

Question 3b. If a Licensed Behavior Health Professional is required, is this position in addition to the behavioral health staff provided by the Judicial Circuit, or in lieu of the Judicial Circuit’s behavioral health staff at the LCJDF?

Question 20: Section G. Management of Offsite Care (RFP pg. 5) contains two contradictory statements:

“The Awarded Vendor shall assume financial responsibility for and will arrange for the admission of any resident who requires hospitalization"

Please clarify whether the Awarded Vendor will be financially responsible for hospitalization/off-site services costs for juvenile residents or if the juveniles’ parents will be required to pay for these services through filing of health insurance or Medicaid.

Question 21: Would the County agree that all medical staff members currently working at the Facility be offered the opportunity to retain their current position and transfer employment to the new vendor, unless it is mutually agreed upon by the County and the awarded vendor to not extend an offer?

Question 22: The RFP requires the awarded vendor to contact the Lake County State’s Attorney before settling any resident healthcare litigation. Does this requirement mean that the awarded vendor would need to have the State Attorney’s permission to settle litigation, or merely that they would have to contact them before settling litigation?

Question 23: Could the County please clarify if the following language applies to a health services contract? These requirements seem to be for construction projects.

A1. “the CGL policy shall be endorsed to provide that the General Aggregate limit applies separately to each of the Consultant’s projects away from premises owned or rented to Consultant.”

C1. “The CGL policy shall be endorsed for the general aggregate to apply on a “per Project” basis.”

C3. “A blanket additional insured ISO endorsement is preferred for Proposers who have multiple projects with the County.
