QUESTION: The Notice of Intent to Respond Form references “RFP #22069 Lake County Health Department Emergency Operations Plan Re-write” at the top of the form, but the bottom of that form states, “Submission of this form with signature will confirm the intent to respond or not to respond to RFP #22024 Learning Management System.” There are areas of the RFP, particularly the questions listed under “Service Level Expectations” and “Security/Compliance” on page 6, that appear to be pulled from an LMS-/IT-focused solicitation. Please confirm whether these and all other areas of the RFP are in fact for procurement of the LCHC/CHC EOP re-write requirement.

RESPONSE: This RFP is only for the LCHC/CHC EOP re-write any reference to LMS/IT focused to RFP 22024 should be disregarded.    

 

QUESTION: Does Lake County currently have a continuity of operations (COOP) plan? If so, is it publicly available?

RESPONSE: The COOP plan was re-written at the start of the pandemic.  It is current and not part of the RFP.  The current plan will be available for review to the team updating the Health Department Emergency Operations plan.

 

QUESTION: Do you have access to Lake’s County’s Threat and Hazard Identification and Risk Assessment (THIRA)?

RESPONSE:  Lake County Emergency Management Agency has a completed THIRA and is updating for this calendar year.  It will be available for use.

 

QUESTION: Has the County already conducted a hazard and vulnerability analysis (HVA)? Will vendors be expected to conduct any form of HVA?

RESPONSE: The HVA was completed this year and submitted.  The vendor can review current assessment for use in the EOP re-write.

 

QUESTION: What is the status of the LCHD/CHC EOP? Is it available publicly?

RESPONSE: Currently checking if we can send out the current document however, the need for the document should not hold up any proposals. If able to provide, it will be posted with the other RFP documents and notice sent to all Proposers who have submitted their Intent to Respond form.     

 

QUESTION: What is the approximate budget for this requirement?

RESPONSE: The LCHD declines to release what the Budget for this project is. We ask that all Proposers review the scope of the RFP and submit their most competitive price to complete the project. This is a grant funded project the amount budgeted is deemed adequate for this project. 

 

QUESTION: Given the number of ambiguities in the RFP, we respectfully request a proposal due date extension of at least 10 business days. Relatedly, we request the bidders be allowed to provide electronic softcopy proposal submissions rather than hardcopies, which will provide bidders sufficient time to compose high quality proposals.
