Question 1: In the IT Staff Augmentation Services Specifications it’s stated, “The County estimates the annual spend will be approximately $120,000.” There is also a category list of 29 different categories of probable skillsets needed to be procured as a result from this RFP. Would that $120,000 be for a multitude of resources or possibly that amount of each resource per category?
Response 1:The $120,000 would be for a multitude of resources.
Question 2. Is it possible to propose staff augmentation services for some of the positions but not all?
Response 2: Yes, vendors can propose for some of the positions.

Question 3: Are sample / representative resumes to be enclosed with the proposal response?
Response 3: No

Question 4: If the annual budget is approx. $10 million, why is the spend on this contract only $120,000?
Response 4: This is a new business model that Lake County is exploring.
Question 5: Will vendors located outside of Lake County or Illinois be disadvantaged?
Response 5: Award will be determined based upon the Evaluation Criteria identified within the Request for Proposal.

Question 6: Section 29 on page 7 of RFP -states that - "Proposers should have a minimum of 5 years of experience providing similar services for local units of governments". Please clarify the term Local Units. Are theses local units specific to State of Illinois?
Response 6: Local units refer to local government entities including, city, township, county, municipality, village, etc. No local units do not have to be specific to IL.

Question 7: In an effort to meet the 48 hour placement best attempt, would it be acceptable to place an employee before the drug test/background process is completed? In this situation, employment would be probationary until the successful completion of both the drug and background screens.
Response 7: No.
Question 8: The proposal submission requires us to complete and include an addendum acknowledgement form and insurance information, should they be an addendum to the main document or included in a specific section?
Response 8: Please refer to Section 14. Addendum Acknowledgement of the RFP Terms and Conditions. Proposers are required to complete and submit the Addendum Acknowledgement form (included in the RFP document) with their RFP response.
Question 9: If we check the box on Page 2 for exceptions, where should these be listed in the document?
Response 9: Any and all exceptions taken by Proposer to the terms of this RFP are to be identified in writing and included in the list of submittals. Please attach additional sheets if necessary.
Question 10: Who are the incumbent(s) currently providing services for Lake County?
Response 10: Please see the response to Question 4.
Question 11: Please provide additional detail on the scope of engagements. For example, how long will the average engagement duration last and what types of engagements are planned? What is the primary purpose and objective for the temporary staff assignments? Will personnel be engaged on a full-time (40 hours per week) basis or part-time, or a mix?
Response 11: Engagements could last as few as a couple of days up to several months, depending on projects. Primary purpose and objective is to fill emergency vacancies, fill project slots, or hire for an emergency need. Personnel will be engaged as a mix of hours depending on project.
Question 12: In reference to the temp-to-hire arrangement, what percent of personnel are estimated to be in this category?
Response 12: Please see the response to Question 4.
Question 13: Will the contract be awarded to a single vendor or will multiple vendors be selected?
Response 13: Please refer to Section 5. Award of the RFP Terms and Conditions.

Question 14: With regards to the Price Proposal sections, are we allowed to quote a range for a specific position or must we quote one figure?
Response 14: Proposers can quote a range.

Question 15: Of the $120K budget allocated for these services for this year, how many positions are expected to be open? Is there a past history value of usage that can be shared?
Response 15: Unknown number of position. Past history would be 3 positions in 2014.
Question 16: Are Financial Statements of recent years of the Firm required to be submitted as part of response?
Response 16: No
Question 17: With respect to assigning an Account Representative, is it mandatory that a proposal presentation by each Vendor submitting responses will be necessary?
Response 17: Proposers will be notified by the County if they have been selected for the short list presentation. It is the County's preference that the Account Represenative assigned to Lake County's contract be present for short list presenations.
Question 18: Where will the vendor proposal conference be held post submission?
Response 18: Waukegan, IL
Question 19: Is it correct to understand the resources are expected to work on a Full-time basis, 40hrs per week for the term of the task or project that on a part-time basis?
Response 19: No, depending on the situation, it could be project specific (couple of days), part-time or full-time.
Question 20: If vendor do not bid for any of the specific positions, can we write NA in Proposal Price Sheet?
Question 20: Yes
Question 21: In the proposal you have mentioned "Proposers should have a minimum of 5 years of experience providing similar services for local units of governments." Can the proposer still fulfill the requirement if they have experience i the corporate industry and not necessarily in the government unit. Thanks
Response 21: Yes
Question 22: What percentage of L/MBE/WBE participation is required? Can we satisfy this by using a sub-contractor for part of the RFP?
Response 22: Please refer to Section 3: Economic Opportunity Program of the RFP Specfications.
Question 23: We are to include the General Information Sheet, Addendum Acknowledgment and qualifications of the Account Representative. In which section would this material be placed in?
Response 23: Please provide these documents under Section B. Company Background.
Question 24: As on page 5, Section 21 of General Terms and Conditions, is it sufficient that we submit the copies of insurance after an award is announced and within 15 days of start of the project?
Response 24: The intent of the request for a copy of the insurance certificate is to verify that a vendor is able to provide the coverage required and that the company selected meets the requirements with a company with a A.M. Best rating of A or above (AA or AAA). Prior to the commencement of the contract with the awarded vendor Lake County will request an updated insurance certificate naming Lake County as additional insured.

Question 25: Does Lake County expect to see qualified resumes within 48 hours or have a consultant onsite starting within 48 hours of the release of a requisition?
Response 25: We would prefer to have a consultant onsite within 48 hours of our request to the vendor.
Question 26: Pricing Proposal Our preference is to find local candidates to keep cost down, however, if a particular requisition is deemed hard to fill based on required certifications, skillset etc, would the County allow a traveling, non-local consultant?
Response 26:Yes
Question 27: For non-local consultants, will the County pay actual expenses or should we provide a local vs nonlocal rate where the nonlocal rate includes a flat rate that is inclusive of all travel expenses and associated costs?
Response 27:Flat rates would be preferred. Local and nonlocal.
Question 28: Will all work need to be completed onsite, or will the County consider remote consultants for specific tasks and jobs?
Response 28: Remote would be considered for specific engagements.
Question 29: Would it be possible for the County to provide the percentage weight for each evaluation criteria?
