Q. With regards to the Subject SOI, we have not been able to find the Strategic Facility Assessment Improvement Plan or the Facility Master Plan on the County web site.  Can you provide a link to those Plans or provide additional details regarding the Capital Projects so that we can evaluate if the proposed projects are a match for our Company’s services?

A. Both plans are not available at this time, they are still in their final drafts for further development. The intent of this SOI is to provide Lake County any of your past experience related to the tasks list in the General Qualifications, we have not identified specific projects.

Q. Is the Strategic Facility Assessment Improvement Plan available for us to review?

A. The Strategic Facility Assessment Improvement Plan is still in draft.  Therefore, we do not have an official approved project list for FY19 yet. Please also see the previous Q/A above.

Q. The SOI does not mention anything about MBE/WBE/SDVOSB.  The Lake County website does discuss the interest in buy local, build local and work local including WBE and MBE.  VES is a SDVOSB and an MBE but we are not located in Lake County.  Is there a preference in the selection process to favor those only located in Lake County?

A. This SOI is for Professional Services, selection will be made regarding the best qualified firm based past and present experiences.

Q. We are an A/E firm that can provide many of the services listed but for those we can not do you want the lead firm to bring the entire team to this project or should we just provide our services?

A.  Lake County is interested in knowing the Professional Services that can be provided within the lead firm, please submit for services you are able to provide only. We have not yet identified specific projects so please list any associates that you would recommend that match the past and present experience of your firm as it relates to different services of interest.

Q. It appears that you want us to provide project type information (page 5) for each of the categories that we are pursuing (e.g. PM/CM, HVAC & Electrical Design and Commissioning, Civil Design Engr, and Courthouse Facility Design).  Are we supposed to provide all of the requested information for each requested category/discipline and for projects that would encompass multi-disciplines (e.g. Courthouse Facility Design) The submission requirements implies that you want project type info.

A. Yes, please provide past and present project type information, you do not have to provide all the requested information but please include as much information to help us assess your firm’s abilities to complete projects on time, design projects within an estimated budget, and have the available staffing that has the technical experience needed per each professional trade.       

Q. Section 2, Letter D of the Evaluation Process implies that individuals from the selected firms could be working with other firms and consultants.  Is this your intent?

A.  It’s Lake County’s intent to receive statement of interests to establish satisfactory relationships for services that may be required.  As Lake County’s Facilities and Construction budgets for capital renewal projects and prepares for construction remodels there could be a need for one or more firms project documents to be released together into one procurement (bid) for a single contractor award. Lake County’s Facilities Operations and Construction also contracts with other consultants to help manage projects and assist with developing consistent standards that are utilized at all County facilities, these services include reviewing and generating project documents to coordinating life safety, elevators, networking, building automation and internal maintenance procedures per project.    

Q. When you qualify firms from the SOI, will the qualified firms have to compete for each assignment(s)?

A.  Lake County will evaluate and select firms in accordance with (50 ILCS 510/) Local Government Professional Services Selection Act.  Only one firm will be selected as the most qualified and available firm to negotiate a scope of services once a project has been identified.

Please be advised that the deadline has been extended to October 18, 2018.  There will be a forthcoming addendum which will further expand the project list.

Q. Does the County request separate SOI’s per Professional Services Trade that the firm is interested in providing? Or include qualifications for interested trades in one package?

A. No, Please include your qualifications that your interested and qualified to perform in one package.
