Question:  Is there a difference between the SOI described on page 3 and the cover letter described on page 4, other than the page limits for each?

Response:  No, the cover letter is intended to act as the Statement of Interest. Please follow the more restrictive limit of 1 page for the SOI/Cover Letter.

Question:  Sections 1.0 through 5.0 add up to 15 pages. Is Section 6.0 not included in the 15 page limit?  Is there a page limit for Section 6.0?

Response:  Section 6.0 is not included in the 15 page limit. Since there are a number of different tasks to list and the project can be broken out a variety of ways we did not specify a page limit. 

Question:  Should the forms included in the request for SOI’s be added at the end of our SOI in a Section 7.0?

Response:  Yes, please attach the completed forms to the SOI submission. These pages do not count towards the page limit.

Question 1.  Under Submission Requirements - Section 4.0 Project Personnel the SOI states; Also include full resumes of the Supplier’s team members for this project as an attachment. Does “Supplier’s Team” in this context mean the same as the proposing company? The Project deliverable is a report. Please clarify if design/procurement is also part of the project.

Response:  Supplier’s Team is intended to mean the same as the proposing company. Language was unintentionally carried over from a Design-Build SOI. The final deliverable will be a report.

Question 2. Under Submission Requirements - Section 5.0 Related Experience/References of Supplier Firm the SOI requires ; Provide a description of projects (minimum of three, maximum of six) of a similar nature and size that would substantiate the qualifications of the Supplier Firm for the work. Does “Supplier Firm” in this context mean the same as the proposing company? Is this a carryover from another SOI? The Project deliverable is a report. Please clarify if design/procurement is also part of the project.

Response:  Same response as above, Supplier Firm language was a carryover. Treat “Supplier Firm” as stating “Proposing Firm”. Project Deliverable is a report. Final Design and procurement will be handled through separate agreements.

Question 3. We respectfully request a site visit to view the area in question and take photographs to determine equipment locations and equipment staging constraints.  Is there a number we can call to schedule such a visit?

Response:  At this time we do not believe a site visit is necessary to prepare a proposal for alternatives to replace the press and polymer systems. In the proposal we would like to see the proposing firms qualifications, understanding of the goals, staff experience and related projects. Lake County Public Works would like to keep the proposals general since the deliverable will be a report on the options for equipment replacement.
