Question: What is the anticipated onsite staffing augmentation workload, ie: 5 days a week? 3 days a week? Variable?
Response: Variable, but expected to be 3-5 days during engineering review and construction observation periods.
Question: What is the desired onsite staffing augmentation experience level?
Response: Capable of performing engineering and permit reviews or construction observations to support existing Capital Improvements Program. Question: The SOI requests SCADA engineering and integrator services to upgrade the existing LCPWD SCADA application (hardware and software) in accordance with the Lake County Public Works 2023 “SCADA Configuration and Hardware Standards.” Are we able to receive a copy of these standards?
Response: The details in this document are sensitive and not for wide distribution. In summary the below is provided to identify the purpose for the requested integrator services:
The Lake County Public Works (LCPW) SCADA system is a network of three (3) Water Reclamation Facilities (WRF) and over one hundred and fifty (150) Remote Sites that is maintained through standardization. The purpose of the “SCADA Configuration and Hardware Standards” document is to provide SCADA design standards for Lake County Public Works (LCPW) projects and internal works by LCPW staff, Consultants and/or Contractors in order to achieve uniformity and consistency on all SCADA work within LCPW facilities.
In time, through application of the SCADA standards to projects on a consistent basis, LCPW intends to achieve a high degree of standardization across their entire SCADA system. To assure success, SCADA standards included in the document MUST be applied to all LCPW projects that are either directly or indirectly linked to SCADA and process control.
The long term goal of standardization is to minimize the life cycle cost of all control equipment. The application of proven techniques, the use of approved equipment, and a commonality of hardware and software will result in optimized process control, improvement in overall efficiency and lower maintenance cost.
The SCADA standards apply to all work within LCPW facilities from the date of issuance and include the following:

Clarification: Please note the terms of the submission requirement identified on page 3 of the SOI; specifically, “The final selection may result in a prequalification of multiple firms for either of the services identified in this SOI. Each prequalified firm will enter into a Master Professional Services Agreement with the agreed upon terms and conditions and hourly rates. Task orders would be assigned to a prequalified firm at the discretion of LCPWD.”
