5. Q. If a company participates as part of the planning and developing team (i.e., they help prepare the bid documents) will they be prohibited from bidding on the work?

A.Yes, this would put the designing firm at an unfair advantage.

6. Q. Has a vacancy date been established with Transitional Care of Lake County, LLC, which leases and manages the facility?

A. Yes, Spring/Summer 2019

7. Q. In Part D the second bullet, it asks about value engineering.  Mentioned specifically are optimizing lifecycle, energy consumption and operational costs.  I was under the impression that this is a demolition and did not have any new construction associated with it.  Is that correct?  If so, are you looking for how we approach value engineering for a general new construction project, or are you looking for something else?

A.Yes, this SOI is for the demolition of the Winchester House. We’re looking for how you approach value engineering for any project.
